2015年4月10日に、関税局は、「Customs Memorandum Order No.10-2015」（空輸貨物の積荷目録提出義務に関する通達）を公布しました。主な内容は以下のとおりです。

1. 定義
   • （ア） Electronic Inward Foreign Manifest （e-IFM）
   • （イ） Electronic Consolidated Cargo Manifest （e-CCM）
   • （ウ） Value Added Service Provider （VASP）
2. フライトスケジュールの提出、実際の飛行機到着時刻の更新、実際の最終積み下ろし時刻の更新に関する手順
3. 航空会社及び航空貨物業者（AEO）によるe-IFM提出手順
4. e-IFM提出期限及び締切と提出遅延に対する罰則
5. e-CCM提出期限及び締切と提出遅延に対する罰則
6. 追加e-IFMの提出
7. 荷受人が、e-IFM上で航空貨物運送状提出義務のあるshort landed cargo/off-loaded cargoに対し支払った税金を払い戻すことができる具体例
8. 航空貨物運送状の修正可能事項
9. 書類のハード・コピーの提出
